Using PS4 Linux and the AMDGPU-PRO driver Hector Martin has managed to get Vulkan software running on a PS4. Both Vulkan demos and Dolphin using its Vulkan backend work.
Also in another post, it seems that the Xbox One GPU is supported by AMDGPU Pro Vulcan driver.
