As the Salt and Toxcity Rises , Overwatch’s Scott Mercer has announced that spamming Voice Lines can get you banned

All of this sad news about not being able to spam Voice lines started when, after a PS4 user ZeroSymbolic claimed they had been silence banned on PS4 on three different occasions, emphasizing that they hadn’t used the microphone in-game. This led to the assumption that the report system on the PS4 version in particular was completely broken, though Overwatch principal designer Scott Mercer had another theory.

Abusive Chat is: Any form of hateful, discriminatory, obscene, or disruptive communications. Threatening or harassing another player on either team is also unacceptable, regardless of the words used. So YES, if you spam character voice lines in a way that is either disruptive or would be considered harassment, then you could be actioned ~ Scott Mercer

So there you have it. If you feel the need to continuously spam players with voice lines, expect to be slapped with a ban somewhere down the line.
